DIOCESAN REVIEW BOARD
The Charter for the Protection of Children and Young People states the following: Dioceses/eparchies are also to have a review board that functions as a confidential consultative body to the bishop/eparch. The majority of its members are to be lay persons not in the employ of the diocese/eparchy (see Norm 5 in Essential Norms for Diocesan/Eparchial Policies Dealing with Allegations of Sexual Abuse of Minors by Priests or Deacons, 2006). This board is to advise the diocesan/eparchial bishop in his assessment of allegations of sexual abuse of minors and in his determination of a cleric’s suitability for ministry. It is regularly to review diocesan/eparchial policies and procedures for dealing with sexual abuse of minors. Also, the board can review these matters both retrospectively and prospectively and give advice on all aspects of responses in connection with these cases.- In accordance with the Charter, the Diocesan Review Board was established to assist the Bishop in assessing and investigating all allegations of sexual abuse of minors and also in assessing fitness for ministry of diocesan clergy.
- The Board reviews the diocese’s policies & procedures for dealing with sexual abuse of minors. The community cannot be assured that their children are safe without making sure that the policies & procedures which have been put in place, along with the education & training that is required for those who work with children are constantly evaluated & updated as necessary.
- The National Review Board, a consultative body established in 2002 by the USCCB (United States Conference of Catholic Bishops), oversees the diocesan review boards.
The members of the Review Board include people of diverse professional backgrounds and occupations, including the judiciary, law enforcement, mental health, and victim psychological services. The majority of the members are lay people who are not employees of the Diocese of Stockton. The members bring a variety of expertise to the table and remain dedicated to strong policies and procedures to prevent and address sexual abuse and to keep children safe. The Diocese is very grateful to the following people who currently serve on the Diocesan Review Board:

El documento para protección de niños y jóvenes dice lo siguiente: Las diócesis/eparquías deben tener una junta que aconseje al Obispo. La mayoría de sus miembros deben ser laicos y no empleados de la diócesis/eparquía. Esta junta debe aconsejar al Obispo/Eparca ensu juicio sobre acusaciones de abuso sexual de menores y en su determinación sobre la idoneidad de un clérigo para ministerio. Debe regularmente revisar las políticas diocesanas/eparquiales y los procedimientos para afrontar abuso sexual de menores. Esta junta puede también revisar estos asuntos retrospectiva y prospectivamente y aconsejar en todas las respuestas que tienen que ver con estos casos.- La Junta Diocesana fue establecida para asistir al Obispo en el juzgar e investigar todas las acusaciones de abuso sexual de menores y también en el juicio sobre ministerio en el clero diocesano.
- La Junta revisa las políticas y procedimientos para manejar los casos de abuso sexual de menores. La comunidad nopuede estar segura de que sus niños están seguros sin la seguridad de que las políticas y procedimientos están en funcionamiento, juntamente con la educación y entrenamiento, que deben ser evaluados constantemente, de aquellos que trabajan siempre con niños.
- La Junta Nacional, establecida en el 2002 por la Conferencia Episcopal, supervisa las Juntas Diocesanas.
Los miembros de la Junta Diocesana tienen que ser personas de distinta procedencia y ocupación, incluyendo lo judicial, orden público, salud mental, y servicios de ayuda psicológica. La mayoría de los miembros no son empleados de la Diócesis de Stockton. Los miembros aportan experiencias varias y están dedicados a las políticas y procedimientos para la seguridad de los niños.
